Wakulima wa chai nchini wakerwa na tofauti wakati wa kutoa bonasi
KAULI ya Rais William Ruto kwamba wakulima wadogo wa chai wanapata wastani wa Sh56 kwa kilo ya majani imezua hasira, huku wakulima wakisema madai hayo hayaakisi hali halisi mashambani. Wakati huo huo, Mahakama Kuu Nairobi imewapa wakulima wa chai kutoka Nyamira na Kisii ruhusa ya kuwasilisha kesi ya mapitio ya uamuzi kuhusu malipo ya pili ya chai ya mwaka wa kifedha wa 2025/2026, maarufu kama bonasi. Wanadai kuna ubaguzi, hesabu zisizoeleweka na ukiukaji wa Sheria ya Chai ya 2021. Wakulima katika kaunti za Nandi, Kericho, Bomet na Nakuru pia wameandamana kupinga bonasi ya kati ya Sh12.50 na Sh22 kwa kilo, ikilinganishwa na Sh50 zinazolipwa na baadhi ya viwanda eneo la Mlima Kenya. Rais Ruto alitoa kauli hiyo Alhamisi katika mkutano na wananchi wakati wa Kongamano la Mabadiliko ya Kilimo na Mifumo ya Chakula linalofanyika Nairobi. Alisema mageuzi katika sekta ya chai yameongeza mapato ya wakulima kutoka Sh34 kwa kilo miaka mitatu iliyopita hadi wastani wa Sh56 sasa. Afisa Mkuu Mtendaji wa Bodi ya Chai nchini, Willy Mutai, alithibitisha takwimu hizo. Hata hivyo, mtaalamu wa kilimo na msemaji wa Chama cha Wakulima Wadogo wa Chai, Joseph Rono, alisema Rais anapaswa kupewa taarifa sahihi kuhusu malipo wanayopokea wakulima. "Huenda Rais alikuwa na nia njema kulingana na taarifa alizopewa. Lakini kuwaambia wakulima wanalipwa wastani wa Sh56, ilhali malipo ya majani ni Sh26 na bonasi wastani wa Sh17, na kufanya jumla kuwa kati ya Sh41 na Sh43 kwa kilo, ni kupotosha," alisema. Aliuliza tofauti ya Sh13 kwa kilo inayotajwa na Rais inaenda wapi, akisema haionekani katika akaunti za wakulima wala stakabadhi zao za malipo. Alexander Rono, anayepeleka majani katika kiwanda cha Tirgaga, Bomet, alisema Shirika la Maendeleo ya Chai Kenya (KTDA) lilipandisha bei ya majani kutoka Sh23 hadi Sh26 kwa kilo mwezi Aprili, baada ya miaka miwili bila mabadiliko. Sekta hiyo ina takriban wakulima wadogo 700,000. Ukaguzi wa malipo ulionyesha viwanda vingi magharibi mwa Bonde la Ufa hulipa kati ya Sh22 na Sh26 kwa kilo, huku vile mashariki mwa bonde hilo vikilipa wastani wa Sh30. KTDA imekuwa ikihimiza viwanda kulipa angalau Sh26 kwa kilo. Tofauti hiyo inahusishwa kwa kiasi na ubora wa uchumaji. Mahakama Kuu ya Milimani imewaagiza wakulima wa Nyamira na Kisii kuwasilisha kesi yao kamili ndani ya siku saba, huku upande wa pili ukipewa siku 21 kujibu. Jaji Nabil Orina alitoa ruhusa ya kuwasilisha kesi dhidi ya Bodi ya Chai, KTDA Management Services, Waziri wa Kilimo na Mwanasheria Mkuu. Wakulima wanapinga tofauti inayodaiwa kufikia asilimia 470 katika bonasi kati ya viwanda vya mashariki na magharibi mwa Bonde la Ufa. Kwa mfano, viwanda vya Chebut na Kaptumo hulipa Sh12.50 kwa kilo, huku Rukuriri kikilipa Sh50. Katika kaunti ya Nandi, wakulima wa Chebut na Kaptumo waliandamana Kapsabet Alhamisi wakitaka mabadiliko ya uongozi wa viwanda na malipo bora. Kaptumo ililipa bonasi ya Sh12.50 kwa kilo kwa mwaka wa kifedha wa 2025/2026, kutoka Sh13 mwaka uliotangulia. "Bonasi inapaswa kuwa sawa katika maeneo yote yanayolima chai," alisema Richard Rono, mkulima wa Chebut. Rukuriri iliyoko Mlima Kenya ililipa bonasi ya juu zaidi ya Sh50 kwa kilo, huku Momul magharibi mwa Bonde la Ufa ikilipa Sh34, kutoka Sh32.50 awali. Wakulima wanataka serikali na KTDA kutafuta masoko mapya na kupunguza kutegemea masoko yale yale ya nje ya nchi. Wanasema pia kupanda kwa gharama za pembejeo, usafirishaji na mafuta kunapunguza faida yao. John Tiony, mkulima kutoka Kapkangani, alisema serikali inapaswa kuongeza juhudi za kutafuta masoko mbadala ili wakulima wapate mapato bora. Chai ni mojawapo ya bidhaa kuu zinazoletea Kenya fedha za kigeni na chanzo muhimu cha mapato kwa familia nyingi. Hata hivyo, wakulima wanaonya kuwa gharama ya uzalishaji inapozidi mapato, wengi wanaweza kung'oa mimea yao ya chai. Taarifa za Vitalis Kimutai, Ruth Mbula na Barnabas Bii.
