Shule za kutwa za sekondari zimejaa ada haramu, yasema ripoti
WANAFUNZI wa shule za kutwa ndio wanaobeba mzigo mkubwa wa ada haramu, huku karibu theluthi mbili wakitumwa nyumbani au kuzuiwa kuingia darasani wazazi wanaposhindwa kulipa, utafiti mpya umebaini. Utafiti wa Elimu Bora Working Group (EBWG) ulionyesha kuwa asilimia 64.9 ya wanafunzi wa shule za kutwa wamewahi kufukuzwa au kuzuiwa kuingia darasani kwa sababu ya ada hizo, ikilinganishwa na asilimia 40.5 katika shule za bweni. Bw Chris Owalla wa EBWG alisema sera ya serikali ya elimu ya sekondari bila malipo imeshindwa kuwasaidia watoto wanaohitaji msaada zaidi. "Sera ya elimu ya sekondari bila malipo haifanyi kazi kwa sababu watoto wa shule za kutwa ndio wanaoteseka zaidi," alisema. Utafiti huo uliowahusisha wazazi, walezi 388 katika kaunti 11 ulibaini kuwa shule za umma zinatoza ada haramu za kati ya Sh15,000 na Sh20,000 kwa shule za kutwa, huku za bweni zikitoza hadi Sh60,000. Baadhi ya ada hizo hutajwa kuwa za chakula cha mchana, masomo ya ziada, maendeleo ya shule, ICT, shughuli za chama cha wazazi na walimu(PTA) na masomo ya likizo. Utafiti huo ulionyesha kuwa mzigo huo huwa mkubwa zaidi kwa familia maskini. Asilimia 61.3 ya familia zinazopata chini ya Sh10,000 kwa mwezi zilisema watoto wao wamewahi kufukuzwa shule, ikilinganishwa na asilimia 23.1 ya familia zinazopata kati ya Sh30,001 na Sh60,000. Bw Cornelius Oduor wa EBWG alisema asilimia 61.6 ya waliohojiwa walisema ada hizo ni ngumu au wasizoweza kumudu huku karibu asilimia 37 wakisema wamewahi kukopa au kuuza mali ili kuzilipia. Utafiti pia ulionyesha kuwa asilimia 87.4 ya wazazi hawajawahi kulalamika kuhusu ada hizo kwa kuhofia watoto wao kuadhibiwa. EBWG sasa inataka Wizara ya Elimu kufanya ukaguzi wa kitaifa wa ada katika shule zote za umma, kuwaadhibu wanaotoza zisizoidhinishwa na kuwarejeshea wazazi fedha walizolipa kinyume cha sheria.

KUTAWAZWA kwa Naibu Rais Kithure Kindiki kuwa msemaji wa Mlima Kenya kumeibua mgawanyiko katika Baraza la Wazee la Kiama Kia Ma, huku makundi mawili yakidai kuwa ndiyo yenye mamlaka halali. Mkutano wa siri wa wazee 63 ulioitishwa Septemba 28 na mlezi wa baraza hilo, Kung'u Muigai, ulihitimisha kuwa Kiama Kia Ma, lililoanzishwa mwaka 2010, limegawanyika na kwa sasa halina mamlaka halali ya kumtawaza kiongozi yeyote hadi mzozo huo utatuliwe. Bw Muigai alisema mkutano huo ulianza saa mbili usiku na kumalizika karibu saa nane alfajiri. "Ilikuwa wazi kuwa Kiama Kia Ma lililoanzishwa mwaka 2010 na lililopaswa kufanya uchaguzi kila baada ya miaka minne sasa limegawanyika," alisema. Mzozo huo unahusishwa pia na madai ya kughushi hati za usajili wa baraza hilo. Cheti kilichodaiwa kutolewa Agosti 20, 2019 kilikataliwa na Ofisi ya Msajili wa Mashirika, iliyosema saini iliyokuwa kwenye cheti hicho haikuwa ya afisa aliyedaiwa kuitia. Mwaka 2022, Ofisi ya Mkurugenzi wa Mashtaka ya Umma (ODPP) iliagiza Inspekta Jenerali wa Polisi kuchunguza madai ya kughushi cheti hicho na kuwasilisha ripoti. Mzozo huo pia umehusishwa na siasa za kuelekea uchaguzi wa 2027, huku madai yakitolewa kuhusu aliyekuwa Naibu Rais Rigathi Gachagua. Hata hivyo, Gachagua amekanusha kuhusika na akawataja wazee waliomtawaza Kindiki kuwa "bandia". Kindiki naye amejitenga na mzozo huo, akisema sherehe hiyo ilikuwa mpango wa wazee. "Nilikuwa mgeni wao. Wao ndio wanapaswa kujibu maswali hayo," alisema. Sherehe ya kumtawaza Kindiki ilifanyika katika Uwanja wa Kirigiti, Kaunti ya Kiambu, Septemba 19.
