KINARA wa chama cha The Equitable Party (TEP) Edwin Sifuna amedokeza kwa mara ya kwanza, kuhusu maono yake kwa Kenya akitaja nafasi ya uchumi, uwajibikaji, udumishaji wa katiba na kupunguza ubadhirifu wa serikali, kama msingi wa azma yake ya kuwania urais 2027. Kitovu cha ajenda ya Bw Sifuna, anayoichora kuwa tofauti kabisa na mtindo wa uongozi wa Rais William Ruto, ni ahadi ya kupanua ushiriki wa umma, kuunda nafasi zaidi za kazi kwa vijana, kupunguza ushuru, kuzidisha vita dhidi ya ufisadi na kukomesha upunjaji katika serikali. Aliahidi vilevile kufanyia mageuzi sekta za elimu na afya akihoji kwamba wazazi wengi wanazidi kung'ang'ana kuwadumisha watoto wao shuleni huku wagonjwa wakikabiliwa na changamoto kupata huduma za afya licha ya utawala wa Kenya Kwanza kuzindua Bima ya Afya ya Jamii (SHIF). Iwapo atachaguliwa, Bw Sifuna ameahidi kufutilia mbali ada ya nyumba za bei nafuu na ushuru wa thamani kwa bidhaa za petroli kama sehemu ya mpango mpana wa kupunguza gharama ya maisha. Wakenya walioajiriwa kwa sasa wanachangia ada ya lazima ya asilimia 1.5 ya mishahara yao kufadhili Mpango wa Nyumba za Bei Nafuu pamoja na kiasi sawa na hicho kutoka kwa waajiri wao. Kufuta ada hiyo na SHIF vilevile kumejitokeza bayana kwenye majukwaa ya vinara kadhaa wa upinzani wanaodhamiria kumenyana na Dkt Ruto 2027. Mpango wa makazi, hata hivyo, umesalia moja kati ya miradi muhimu ya Rais Ruto. Dkt Ruto ameutaja mara kadhaa kuwa mradi maalum utakaounda mamilioni ya nafasi za kazi kwa vijana huku ukiwapa makazi bora wanajamii wenye mapato duni. Alisema serikali atakayoongoza itajituma kusawazisha bajeti katika miezi 15 kwa kupunguza uchu wa kukopa na kuelekeza mikopo kwa sekta ya kibinafsi. Seneta huyo wa Nairobi anakadiria kuwa kati ya Sh500 bilioni na Sh1.8 trilioni huenda zikaokolewa kwa kuangamiza alichotaja kuwa ufisadi na ubadhirifu uliokolea kwenye matumizi ya serikali. Bw Sifuna anasema amekusanya kikosi cha wataalam ambacho kiko katika hatua za mwisho za kuandaa manifesto yake yenye maelezo ya kina kuhusu mpango wake. Ananuia kutumia ruwaza hiyo kama msingi wa kuwaomba kura Wakenya katika uchaguzi mkuu 2027. "Wataalamu wamenieleza kuwa inawezekana kuanzia siku ya kwanza kupunguza upunjaji serikalini na kuwapa afueni wananchi wetu kwa kupunguza kiasi sawia cha ushuru. Wananihakikishia kuwa kati ya Sh500 bilioni na Sh1.8 trilioni ni ufisadi wa kupanga kwenye bajeti." "Wanasema ikiwa tutakabiliana kwa kujitolea na ufisadi huu uliopagiwa bajeti, inawezekana kuondoa Ada ya Nyumba, Ushuru wa Thamani kwa mafuta na umeme utakaowafaidi Wakenya wote," alisema Bw Sifuna kwenye hotuba iliyoandikwa. Mbali na mikakati mahsusi iliyozinduliwa Jumapili alipozindua chama chake cha TEP, Bw Sifuna amehoji mara kadhaa kuwa maendeleo hayawezi kutenganishwa na uzingatiaji katiba na kuheshimu utawala wa sheria. Amekosoa miradi mikuu ya Rais Ruto, ukiwemo wa nyumba za bei nafuu, viwanja vya spoti na masoko, akiitaja mipango hiyo kuwa "vitu vinavyong'aa" visivyofaa kuwapumbaza Wakenya kusahau "alivyofeli pakubwa katika utawala wake". Seneta huyo anasema kwamba miradi ya maendeleo haipaswi kufidia ukiukaji wa haki za binadamu wala kuhujumu nguzo za kikatiba. "Chama cha The Equitable Party hakiji kikipeperusha ufito wa miujiza utakaofuta matatizo yote nchini. Lakini tunakusudia kutoa mwongozo ambao kupitia kwao masuala haya yanaweza kusikika na kuangaziwa kupitia taasisi za kidemokrasia zinazoambatana na sheria," alisema. Alitaja matatizo yanayowakabili wakulima na biashara ndogondogo, ikiwemo kiwango cha juu cha ushuru na gharama inayozidi kupanda ya kufanya biashara, kama masuala ambayo utawala wake utajitahidi kuangazia. Kiasi cha Sh2 bilioni kimetajawa na viongozi wa Kenya hapo mbeleni kuibwa kila siku. Februari, 2021, aliyekuwa rais wakati huo Uhuru Kenyatta aliambia Wakenya kuwa kiasi kisichopungua Sh2 bilioni huibwa kila siku, kauli iliyozua mdahalo wa umma kuhusu kiwango cha ufisadi na upunjaji wa rasilimali za umma.
