Uwanja wa Talanta wazidi kubugia pesa ukihitaji Sh6.97 bilioni zingine kwa dharura
SERIKALI inakabiliwa na presha kulipa Sh6.97 bilioni mwezi huu kwa kampuni ya China Road and Bridge Corporation (CRBC), inayojenga Uwanja wa Talanta Sports City jijini Nairobi, mradi unaotajwa kuwa muhimu katika maandalizi ya Kenya kuandaa Kombe la Mataifa ya Afrika (AFCON) mnamo 2027. Malipo hayo yataongeza jumla ya fedha ambazo serikali itakuwa imelipa mkandarasi huyo hadi Sh28.97 bilioni tangu ujenzi wa uwanja huo uanze rasmi Machi 1, 2024. Taarifa hizo zimefichuliwa na Mdhibiti wa Bajeti Dkt Margaret Nyakang'o katika ripoti yake ya ufuatiliaji na tathmini ya utekelezaji wa bajeti ya Sports Kenya. Ripoti hiyo inaonyesha kuwa, serikali imeendelea kutoa malipo kwa mkandarasi huku ikisisitiza kuwa hakuna kazi iliyokamilika ambayo bado haijalipwa. Hata hivyo, huku serikali ikijitahidi kuhakikisha mradi huo unakamilika kwa wakati, Mkaguzi Mkuu wa Hesabu za Serikali Nancy Gathungu ameibua wasiwasi kuhusu gharama ya ujenzi huo na iwapo wananchi wanapata thamani ya fedha zinazotumika. Kwa mujibu wa ripoti ya ukaguzi wa hesabu za Wizara ya Ulinzi kwa mwaka wa kifedha wa 2024/25, gharama ya mradi huo iliongezwa kutoka Sh35 bilioni hadi Sh45.85 bilioni, ongezeko la Sh10.85 bilioni ambalo halijaelezewa ipasavyo kwenye stakabadhi zilizowasilishwa kwa wakaguzi. Ripoti hiyo pia inaibua maswali kuhusu jinsi kandarasi hiyo ilivyotolewa. Kulingana na Mkaguzi Mkuu wa Hesabu za Serikali, kandarasi ilitolewa kupitia ununuzi wa moja kwa moja badala ya zabuni ya wazi, jambo ambalo huenda lilikiuka masharti ya Sheria ya Ununuzi wa Umma ya mwaka 2015. Sheria hiyo inataka zabuni za wazi zitumike katika ununuzi wa bidhaa, huduma na kazi za umma isipokuwa katika mazingira maalumu kama vile dharura, vita au pale ambapo huduma inaweza kutolewa na mkandarasi mmoja pekee. Uwanja wa Talanta Sports City unajengwa katika viwanja vya Jamhuri kando ya Barabara ya Ngong, eneo bunge la Kibra, Nairobi. Uwanja huo utakuwa na uwezo wa kuketi watazamaji 60,000 na unatarajiwa kuwa mkubwa zaidi na wa kisasa Kenya. Mradi huo ni sehemu ya maandalizi ya Kenya, Uganda na Tanzania kuandaa kwa pamoja mashindano ya AFCON mnamo 2027. Kenya imepangiwa kuandaa mechi ya ufunguzi pamoja na fainali ya mashindano hayo, hivyo kukamilika kwa uwanja huo kwa wakati kunachukuliwa kuwa jambo muhimu kwa taifa. Kwa mujibu wa Dkt Nyakang'o, ujenzi wa uwanja huo umekamilika asilimia 90.44. Hata hivyo, muda wa kuukamilisha umeongezwa mara kadhaa. Awali ulitarajiwa kukamilika Desemba 2025 kabla ya tarehe hiyo kusukumwa hadi Machi 2026 na baadaye Julai 2026. Licha ya ucheleweshaji huo, Mdhibiti wa Bajeti anaamini bado kuna muda wa kutosha wa kukamilisha kazi iliyobaki, kufanyiwa ukaguzi na Shirikisho la Soka Afrika (CAF), pamoja na kuandaa mechi za majaribio kabla ya AFCON kuanza katikati ya mwaka wa 2027. Hata hivyo, ameitaka Wizara ya Ulinzi, ambayo inasimamia utekelezaji wa mradi huo, kuimarisha usimamizi na kuhakikisha ratiba mpya ya ujenzi inafuatwa kikamilifu ili kuepusha ucheleweshaji zaidi. Anasema changamoto zozote zinazojitokeza zinapaswa kushughulikiwa haraka ili kuhakikisha uwanja huo unakamilika, kuidhinishwa na CAF na kuwa tayari kutumika kabla ya mashindano hayo makubwa ya bara Afrika. Ripoti ya Bi Gathungu pia imeonya kuwa serikali inaweza kubeba mzigo mkubwa zaidi wa kifedha ikiwa malipo kwa mkandarasi yataendelea kucheleweshwa. Kulingana na masharti ya kandarasi, kuchelewa kulipa kutasababisha serikali kulipa riba ya asilimia tatu juu ya kiwango cha msingi cha ukopeshaji cha Benki Kuu ya Kenya (CBK), jambo litakaloongeza gharama za mradi. Aidha, ripoti hiyo inaonyesha kuwa Wizara ya Fedha ilikuwa imeidhinisha ufadhili wa Sh35 bilioni kwa mradi huo kupitia Hazina ya Maendeleo ya Michezo na Sanaa (SASDF), huku malipo yakipangwa kufanywa kwa kipindi cha miaka sita. Hata hivyo, kandarasi ya Sh45.85 bilioni inaonyesha tofauti ya Sh10.85 bilioni bila maelezo ya kutosha.
