Msajili Mkuu wa Ardhi hatarini kukamatwa katika kesi ya ardhi ya Mama Ngina, Criticos
MSAJILI Mkuu wa Ardhi yuko hatarini kukamatwa baada ya Mahakama ya Mazingira na Ardhi kumpata na hatia ya kuidharau kwa kukosa kutekeleza amri iliyotolewa katika mzozo wa ardhi unaowahusisha aliyekuwa Mama wa Taifa Mama Ngina Kenyatta na mfanyabiashara Basil Criticos. Katika uamuzi mkali unaosisitiza kuwa mahakama haitavumilia ukaidi wa kutotekeleza maagizo yake, Jaji C.G. Mbogo amemwamuru Msajili Mkuu wa Ardhi afike binafsi mahakamani Julai 28, 2026, kueleza ni kwa nini asichukuliwe hatua kwa kukaidi hukumu iliyotolewa zaidi ya miezi sita iliyopita. Jaji alionya kuwa ikiwa msajili huyo hatajitokeza mahakamani, kibali cha kukamatwa kwake kitatolewa. Uamuzi huo unatokana na mzozo wa muda mrefu kuhusu umiliki wa ardhi, ambapo mahakama ilibaini kuwa Ofisi ya Usajili wa Ardhi ilishindwa kutekeleza hukumu iliyotolewa Desemba 11, 2025, licha ya kukumbushwa mara kadhaa na mwenye amri hiyo ya mahakama. Ombi hilo liliwasilishwa na mfanyabiashara Basil Criticos aliyedai kuwa Msajili Mkuu wa Ardhi amekuwa akikwamisha utekelezaji wa hukumu kwa kukataa kutoa cheti cha muda cha umiliki wa ardhi hiyo yenye utata. Kwa mujibu wa stakabadhi za mahakama, msajili alikumbushwa kupitia barua mnamo Desemba 17, 2025 na Januari 13, 2026, huku hukumu hiyo ikisajiliwa rasmi dhidi ya hati ya ardhi Januari 22, 2026. Hata hivyo, hakuna hatua iliyochukuliwa. Akiwa amechoshwa na kucheleweshwa huko, Bw Criticos alirejea mahakamani akiomba msajili alazimishwe kueleza sababu za kutotekeleza amri ya mahakama na pia achapishe katika Gazeti Rasmi la Serikali taarifa ya kufutwa kwa hati zote za ardhi zilizotolewa kinyume cha sheria kutokana na ardhi hiyo. Kwa mujibu wa kiapo hicho, hati ya kuhamisha ardhi ilishuhudiwa na D.A. Gama Ross ambaye sasa ni marehemu, jambo ambalo lilihitaji ufafanuzi kabla ya usajili kuendelea. Msajili huyo pia alidai kuwa ardhi hiyo tayari ilikuwa imepimwa, kupangwa na kugawiwa wavamizi waliokuwa wakisubiri kupewa hati miliki, akisema kuwa kufuta hati hizo kupitia Gazeti Rasmi bila kufuata utaratibu wa kisheria kungekuwa kinyume cha sheria. Hata hivyo, Jaji Mbogo alitupilia mbali hoja hizo akisema ztayari zilijadiliwa kabla ya hukumu kutolewa, hivyo haziwezi kutumiwa kuhalalisha kutotekelezwa kwa amri za mahakama. Jaji alikubaliana na Bw Criticos kwamba msajili alikuwa akijaribu kufufua hoja ambazo tayari zilikuwa zimeamuliwa na mahakama na akabaini kuwa hakuna shaka kuwa Msajili Mkuu wa Ardhi anafahamu amri ya mahakama lakini alichagua kutotii.

Akili-Unde ndiyo mada kuu katika sherehe ya SIKIDU jijini Bujumbura
AKILI-UNDE au Akili-Mnemba (AI) itakuwa kiungo muhimu katika maadhimisho ya tano ya Siku ya Kiswahili Duniani (SIKIDU) mwaka huu huku viongozi wa Afrika Mashariki, wataalamu wa lugha, wabunaji wa sera na wajuzi wa teknolojia wakihimiza kuimarishwa kwa matumizi ya Kiswahili katika enzi hii ya kidijitali. Maadhimisho hayo ya siku tatu, yaliyoandaliwa na Tume ya Afrika Mashariki ya Kiswahili (EAKC), yalianza jijini Bujumbura, Burundi, mnamo Julai 5 na yatafikia kilele chake leo Julai 7 sambamba na Kongamano la Tatu la Kimataifa la Kiswahili la EAKC. Kaulimbiu ya hafla hiyo ni 'Kiswahili, Wingi Lugha na Akili-Unde". Akizungumza kabla ya ufunguzi rasmi wa kongamano hilo, Katibu Mtendaji wa EAKC, Dkt Caroline Asiimwe, alisema kongamano hilo litajadili namna Kiswahili kinavyoweza kuwa lugha kuu ya Afrika katika matumizi ya Akili-Unde, ubunifu na mageuzi ya kidijitali. Alisema kaulimbiu ya kikanda inajaliza kaulimbiu ya kimataifa ya UNESCO ya Siku ya Kiswahili Duniani mwaka huu isemayo: "Kiswahili kwa Amani, Mshikamano na Diplomasia ya Uchumi wa Kimataifa". Kwa mujibu wa Dkt Asiimwe, Kiswahili kinachozungumzwa na zaidi ya watu milioni 250 duniani kinaendelea kukua kwa kasi na sasa kinatumika zaidi katika diplomasia, elimu, vyombo vya habari na majukwaa ya kidijitali. Alibainisha kuwa licha ya Akili-Unde kubadilisha mawasiliano duniani, lugha nyingi za Afrika bado hazijawakilishwa ipasavyo katika teknolojia zinazoibuka. Hivyo basi, kuna haja ya kuunda mifumo ya Akili-Unde inayotambua na kuunga mkono matumizi ya Kiswahili. "Lazima tuhakikishe Kiswahili hakibadilishwi tu na mapinduzi ya kidijitali, bali kinakuwa sehemu ya kuyaongoza," alisema. Kongamano hilo pia linaadhimisha miaka 10 tangu kuanzishwa kwa Tume ya EAKC, ambayo ilianzishwa ili kuratibu juhudi za kukuza na kuendeleza Kiswahili katika Jumuiya ya Afrika Mashariki (EAC). Dkt Asiimwe alizitaka serikali, kampuni za teknolojia, watafiti na washirika wa maendeleo kuwekeza katika kanzi-data huria za Kiswahili, mifumo mikubwa ya lugha (Large Language Models) na zana za Akili-Unde zinazoakisi uanuwai wa lugha na tamaduni za Afrika. Pia alihimiza kuongezwa kwa msaada kwa vijana wabunifu ili waweze kubuni suluhu za kidijitali, maudhui ya mtandaoni na biashara zinazotegemea teknolojia kwa kutumia Kiswahili. Aidha, tume hiyo ilizihimiza nchi wanachama wa EAC kupitisha sera zinazotambua Kiswahili kuwa nguzo muhimu ya uunganifu wa kikanda, ushiriki wa wananchi na maendeleo endelevu. Kongamano hilo litajumuisha mijadala ya sera, uwasilishaji wa tafiti, maonesho ya teknolojia na shughuli za kuwashirikisha vijana, kwa lengo la kutoa mapendekezo ya vitendo yatakayoharakisha ukuzaji wa nafasi ya Kiswahili katika ubunifu wa kidijitali. Alisema matokeo ya kongamano hili yanatarajiwa kuimarisha mshikamano wa kikanda, kuboresha mawasiliano Afrika Mashariki na kukiweka Kiswahili katika nafasi ya kushindana kimataifa kama lugha ya teknolojia, amani, mshikamano na diplomasia ya uchumi. "Tukiwa katika kipindi ambacho utamaduni unatagusana na teknolojia ya kisasa, mustakabali wetu unapaswa kuandikwa kwa lugha zetu wenyewe. Kwa kukumbatia Akili-Unde, tunaweza kuikuza nafasi ya Afrika duniani, kupunguza pengo la kidijitali na kukifanya Kiswahili kuwa mojawapo ya lugha zinazoongoza katika ubunifu na ushawishi wa kimataifa," alisema. Siku ya Kiswahili Duniani ilitangazwa rasmi katika Mkutano Mkuu wa UNESCO mwaka wa 2021 ili kutambua umuhimu wa Kiswahili kama mojawapo ya lugha zinazozungumzwa na watu wengi duniani na kama chombo muhimu cha kuimarisha mazungumzo kati ya tamaduni mbalimbali. Kiswahili ndicho lugha ya kwanza ya Kiafrika kutambuliwa kwa hadhi hiyo na Umoja wa Mataifa (UN). Maadhimisho ya mwaka huu yanatarajiwa kudhihirisha kwa kina mchango wa Kiswahili katika ukuzaji wa amani, maendeleo endelevu na diplomasia ya uchumi, hasa katika muktadha wa kuimarika kwa ushirikiano wa kikanda barani Afrika na kuongezeka kwa ushawishi wa bara hili duniani. UNESCO pia itaendelea kuunga mkono matukio, mijadala na ushirikiano kati ya nchi za Afrika Mashariki na wadau wa utamaduni huu ili kukisawiri Kiswahili kama daraja linalowaunganisha watu wa mataifa mbalimbali.
