Wafanyakazi wa kaunti zote 47 watishia kugoma
HUDUMA katika kaunti zote 47 huenda zikavurugika baada ya chama cha wafanyakazi wa serikali za kaunti (COGWU) kutishia kuchukua hatua kupinga mapendekezo ya Tume ya Ugavi wa Mapato (CRA) ya kudhibiti nyongeza za mishahara. Katibu Mkuu wa chama hicho, Roba Duba, alisema mapendekezo ya tume inayoongozwa na Mary Chebukati yatawaathiri wafanyakazi kwa kusababisha kupunguzwa kwa mishahara, kusimamishwa kwa ajira mpya na kuongezeka kwa changamoto kazini. Pendekezo hilo limezua mvutano wakati serikali za kaunti zinakabiliwa na shinikizo la kulipa mishahara na kugharamia huduma muhimu kwa wananchi. "Pendekezo la kuwafuta wafanyakazi, kusimamisha ajira na kuweka masharti makali ya kifedha kwa kisingizio cha kudhibiti matumizi ya mishahara ni uchokozi wa moja kwa moja na tangazo lisilo la kikatiba la vita dhidi ya msingi wa ugatuzi," alisema Duba katika taarifa. Chama hicho kilionya kuwa hakitakubali hatua zozote zitakazohatarisha ajira na maisha ya wafanyakazi wa kaunti, kikisema maamuzi yanayowahusu lazima yazingatie sheria. "Ugatuzi hauwezi kujengwa kwa kuharibu maisha ya wafanyakazi," kilisema chama hicho. Mvutano huo umeibuka wiki moja baada ya CRA kukutana na Baraza la Magavana (COG), ambapo magavana walikataa pendekezo la Sh440.8 bilioni kama mgao wa mapato kwa kaunti katika mwaka wa kifedha wa 2027/28. Magavana walitaka serikali ya kitaifa kuongeza mgao huo kwa Sh100 bilioni, wakisema fedha zaidi zinahitajika ili kaunti ziweze kutekeleza majukumu yake. Katika mkutano huo, CRA iliwataka magavana kuzingatia kupunguza idadi ya wafanyakazi ili kudhibiti matumizi ya mishahara yanayozidi uwezo wa baadhi ya kaunti. Baadhi ya serikali za kaunti zimekuwa zikikopa fedha za muda mfupi ili kulipa mishahara ya kila mwezi. Hata hivyo, COGWU ilisema CRA haina mamlaka ya kikatiba kusimamia wafanyakazi wa kaunti, kuamua masharti ya ajira au kuelekeza kufutwa kwa wafanyakazi. Duba alitaja Kifungu cha 216 cha Katiba ya Kenya, akisema jukumu la CRA ni kutoa mapendekezo kuhusu ugavi wa mapato kati ya serikali ya kitaifa na serikali za kaunti, pamoja na mgao kati ya kaunti zenyewe. Alisema mamlaka ya kuajiri, kuadhibu na kusimamia wafanyakazi yako chini ya Bodi za Utumishi wa Umma za Kaunti (CPSBs). "CRA haina mamlaka ya kisheria ya kupuuza bodi hizi au kuingilia majukumu yake ya kusimamia ajira," alisema. Chama hicho pia kilitaja Kifungu cha 6(2) cha Katiba, kinachotambua serikali za kitaifa na za kaunti kuwa tofauti lakini zinazotegemeana. Duba alionya kuwa chama kitapinga hatua yoyote itakayotekelezwa na CRA au serikali za kaunti ikiwa itahatarisha ajira za wanachama wake. Aliitaka tume hiyo kuondoa mapendekezo hayo na badala yake kutafuta njia za kuhakikisha kaunti zinapata fedha za kutosha kutekeleza huduma na kuwalipa wafanyakazi mishahara inayostahili. "Wanachama wetu wawe tayari kutetea ajira zao, familia zao na haki zao za kikatiba," alisema. Kwa sasa, tishio la chama hicho linaongeza presha kwa serikali za kaunti, ambazo zinapaswa kusawazisha matumizi ya mishahara na mahitaji ya wananchi ya huduma bora za afya, barabara na huduma nyingine za umma.
