ONGEZEKO la mashambulizi dhidi ya maafisa wa polisi katika Kaunti ya Lamu limezua wasiwasi kuhusu iwapo makundi ya wahalifu yanazidi kupata ujasiri licha ya juhudi za miaka mingi zilizolenga kurejesha amani katika kaunti hiyo. Ndani ya kipindi cha miezi miwili pekee, angalau maafisa watatu wa usalama wameshambuliwa. Tukio la hivi majuzi zaidi lilimhusu afisa wa Idara ya Kuchunguza Uhalifu (DCI) ambaye alishambuliwa na kujeruhiwa na mwanamume alipokuwa akitembea katika eneo la Langoni, kisiwani Lamu, mwendo wa saa nne asubuhi Ijumaa iliyopita. Mashahidi walisema afisa huyo alichomwa kisu tumboni, shingoni na mbavuni kabla ya mshambuliaji kutoroka. Afisa huyo bado amelazwa hospitalini akiendelea kupokea matibabu. Kwa mujibu wa mashahidi, alikuwa akitembea pamoja na mwenzake, wote wakiwa wamevalia nguo za kiraia. Ghafla, mwanamume aliwagonga kwa nguvu. Mmoja wa maafisa hao alirudi nyuma kwa tahadhari, akamshika mkono mwanamume huyo na kumuuliza kwa ukali kwa nini alikuwa na fujo. Badala ya kuomba radhi, mwanamume huyo alionyesha uhasama, akapaza sauti na kumsukuma afisa huyo. Bw Abdi Osman, mchuuzi, alisema walianza kupigana ghafla kwa karibu dakika nne. Afisa wa pili aliingilia kati ili kumvuta mshambuliaji huyo. "Hata kabla ya maafisa hao wawili kutoa bunduki zao ili kudhibiti hali, mshambuliaji alitoa kwa kasi kisu alichokuwa amekificha kiunoni na kumchoma mmoja wa maafisa. Kisu kilimdunga tumboni, mbavuni na shingoni," alisema Bw Osman. Bw Simon Kadenge, shahidi mwingine, alisema mara tu afisa wa pili alipoona mshukiwa ametoa kisu na kumchoma mwenzake, alikimbia kutoka eneo la tukio. "Eneo hilo liliendelea kuvutia wananchi wengi. Walifika na kumsaidia afisa aliyejeruhiwa. Kufikia wakati huo, mshukiwa alikuwa tayari ametoweka," alisema. Duru za polisi zilisema maafisa hao wawili wa DCI walikuwa wamehamishiwa eneo hilo karibu wiki moja kabla ya tukio hilo. Kamanda wa Polisi wa Kaunti ya Lamu Shadrack Ruto, alikashifu tabia za wananchi ambao wamekuwa wakiwalenga maafisa wa usalama na kuwadhuru akionya kuwa chuma chao kiko motoni. Alisema katika kipindi cha miezi miwili iliyopita, maafisa watatu wa usalama wamevamiwa na kujeruhiwa na raia katika maeneo ya kisiwa cha Lamu na Hindi. "Mbali na shambulio la Ijumaa mjini Lamu, mwezi mmoja uliopita kuna askari wetu wawili wa akiba (NPR) waliolazimika kumpiga risasi na kumuua mwanamume raia aliyejaribu kuwavamia mjini Hindi akiwa amebeba mkuki na panga. Lazima watu waepuke kushambulia polisi kwani hatutawavumilia kamwe," akasema Bw Ruto. Wanaharakati na wakazi pia walikashifu vitendo hivyo. Mkurugenzi Mtendaji wa shirika la kutetea haki la Vocal Africa, Bw Hussein Khalid, alisema mashambulio hayo ni ishara ya ongezeko la ukosefu wa usalama unaotendwa na vijana wa eneo hilo kwa muda sasa. "Miaka ya zamani tumewahi kuona hata machifu wakiuawa, vijana wakikatwa miguu na sasa maafisa wa usalama wameanza kudungwa visu. Wizara ya usalama wa Ndani lazima ishuke Lamu kukabiliana na kumaliza tatizo hilo," akasema Bw Khalid. Bi Zeinab Ahmed, mkazi, alitoa wito kwa wazazi kufuatilia mienendo ya watoto wao ili kuwakomesha kuingilia makundi ya uhalifu. Naye Afisa wa Haki Africa Mathias Shipeta alisema tatizo la utovu wa usalama linahitaji nyanja zote, zikiwemo zile za siasa kuhusika.

Mwenyekiti wa NCIC Askofu Kepha Nyamweya, alisema tume hiyo haitaruhusu wanasiasa kuamua namna uchunguzi wake unavyofanywa na kwamba itaendelea kutekeleza wajibu wake bila uoga, upendeleo wala msukumo wa kisiasa. "Kuna wakati wa siasa na kuna wakati wa kazi na hatuwezi kuruhusu mchezo wa aina hiyo. Mtu hawezi kusema atafika mbele ya tume baada ya mwingine kufika. Tutafanya kazi yetu kwa mujibu wa sheria," akasema Bw Nyamweya. Kauli hiyo ilijiri baada ya Bw Duale kusema hatafika mbele ya NCIC hadi pale Bw Gachagua atakapoitwa kwanza kujibu matamshi yake yaliyofasiriwa kuwa ya uchochezi. "Kama hakuna Gachagua, hakuna Duale," alisema waziri huyo, akisisitiza kuwa sheria inapaswa kutumika kwa usawa kwa wote. Hata hivyo, Bw Nyamweya alisema watu wanaochunguzwa hawawezi kuielekeza tume yake jinsi ya kutekeleza majukumu yake. "Tunatoa wito kwa wanaohitajika kufika mbele yetu. "Lugha inatumiwa kuwafanya wapinzani waonekane maadui badala ya majirani wenye mitazamo tofauti. Hali hii inaweza kuhatarisha umoja wa taifa," alisema.
