Kaunti zadaiwa Sh50b, michango ya pensheni ya wafanyakazi

BARAZA la Magavana (CoG) limetaka maafisa wa kaunti wanaoshindwa kuwasilisha michango ya pensheni iliyokatwa kutoka mishahara ya wafanyakazi wachukuliwe hatua za jinai, huku madeni hayo yakifikia zaidi ya Sh50 bilioni. Mkurugenzi Mkuu wa Mamlaka ya Kudhibiti Hazina ya Pensheni (RBA), Charles Machira alisema mashirika ya umma, yakiwemo serikali za kaunti, yanadaiwa zaidi ya Sh71.4 bilioni za michango ambayo ilikatwa lakini haikuwasilishwa. Ingawa CPF Group, inayosimamia pensheni za wafanyakazi wa kaunti, imeendelea kuongeza wanachama na mali zake, kutowasilishwa kwa michango hiyo kumetajwa kuwa kikwazo kikubwa kwa ukuaji wa hazina hiyo. Akizungumza katika mkutano mkuu wa mwaka wa CPF Group, Mkurugenzi Mkuu, Hosea Kili alisema taasisi hiyo inaendelea na mazungumzo na serikali za kaunti, Baraza la Magavana na Wizara ya Fedha ili kutafuta suluhu ya madeni hayo.  "Hazina ilipata faida ya asilimia 10 mwaka huu, jambo linaloonyesha uthabiti wa uwekezaji wa muda mrefu. Hata hivyo, kutowasilishwa kwa michango na waajiri ni changamoto kubwa. Sielewi kwa nini mshahara unalipwa pamoja na makato ya kisheria lakini fedha hizo haziwasilishwi kwenye hazina husika," alisema Kili. Alisema ukuaji wa mali umeathiriwa na madeni ya zaidi ya Sh50 bilioni ya michango ambayo haijawasilishwa. Naye Mwenyekiti wa Baraza la Magavana, Ahmed Abdullahi alisema kutowasilisha michango iliyokatwa kutoka mishahara ya wafanyakazi ni kosa la jinai. "Ni uhalifu kukata fedha za mfanyakazi halafu ukose kuziwasilisha. Inasikitisha kuwa maafisa wanaohusika, wakiwemo maafisa wa mishahara, wakaguzi wa hesabu, mabunge ya kaunti na Seneti, wameshindwa kuhakikisha sheria inafuatwa. Maafisa wanaosimamia mishahara lakini hawawasilishi makato wanapaswa kukamatwa," alisema. Aliongeza kuwa madeni yanapodumu kwa zaidi ya mwaka mmoja huwa vigumu kulipwa kutokana na vikwazo vya bajeti. "Wasimamizi wa hazina ya pensheni wahakikishe serikali za sasa za kaunti hazimalizi muhula wao zikiwa na madeni mapya. Madeni ya zamani yashughulikiwe kivyake kupitia mpango maalumu wa malipo," alisema. Wadau pia wamependekeza hatua mbalimbali za kumaliza tatizo hilo, ikiwemo kubadilishana madeni na mali na kukata michango moja kwa moja kabla fedha hazijafika kwa kaunti. Bw Kili alilitaka Baraza la Magavana kushawishi wizara ya fedha kutoa hati za dhamana kwa niaba ya kaunti zote 47 ili kuharakisha ulipaji wa madeni hayo.
