Hali hiyo imechangiwa na deni la Sh3.7 bilioni ambalo kaunti zinadaiwa na Mamlaka ya Usambazaji wa Dawa (Kemsa), huku baadhi ya madeni hayo yakilimbikiza kwa miaka mitatu.Kutokana na madeni hayo, hospitali katika kaunti 37 zinakumbwa na changamoto za usambazaji wa dawa katika miezi ya hivi punde.Ripoti ya Mdhibiti wa Bajeti (CoB) ya utekelezaji wa bajeti za kaunti kwa mwaka wa kifedha wa 2025/2026, ilikosoa kaunti hizo kwa kutotanguliza ununuzi wa dawa na vifaa vya matibabu.Ripoti hiyo ilisema kaunti nyingi hazikutenga fedha za kutosha kununua dawa licha ya kukusanya mabilioni ya fedha kutoka kwa vituo vya afya.Kwa kipindi hicho, kaunti zote 47 zilikusanya Sh40.40 bilioni kutokana na huduma za afya, karibu nusu ya Sh96.08 bilioni zilizokusanywa kupitia mapato ya ndani."Katika kaunti kadhaa, fedha zilizotengwa kwa dawa muhimu na vifaa vya matibabu hazikutosha ikilinganishwa na mahitaji ya vituo vya afya vya umma," ilisema ripoti hiyo.Badala yake, baadhi ya kaunti zilitumia fedha katika safari za ndani na nje ya nchi, marupurupu makubwa na matumizi mengine yaliyotajwa kuwa ubadhirifu.Ripoti ilionyesha kuwa ni kaunti 10 pekee zilitenga kiasi kikubwa cha fedha kwa ununuzi wa dawa na vifaa vya matibabu.Nakuru ilitumia Sh377.8 milioni, Kilifi Sh374 milioni, Mandera Sh330 milioni, Murang'a Sh306 milioni na Tana River Sh303 milioni. Wajir ilitumia Sh265 milioni, Nandi Sh251 milioni, Homa Bay Sh200 milioni, Kirinyaga Sh157.5 milioni na Vihiga Sh72.5 milioni.Mdhibiti wa Bajeti, Dkt Margaret Nyakang'o, alizitaka kaunti kutanguliza ununuzi wa dawa na kutumia takwimu za magonjwa na uzito wa shughuli kupanga bajeti za afya.Wakati huo huo, Kemsa imeonya kuwa madeni hayo yameathiri uwezo wake wa kulipa wasambazaji na kujaza bidhaa katika mabohari yake.Miongoni mwa kaunti zinazodaiwa pesa nyingi ni Nairobi iliyo na deni la Sh254 milioni, Kilifi Sh234 milioni, Turkana Sh229 milioni na Tharaka-Nithi Sh186 milioni.Kajiado na Pokot Magharibi ndizo kaunti mbili pekee ambazo hazina deni la Kemsa.Hali hiyo imezua wasiwasi kuhusu utekelezaji wa huduma ya afya kwa wote, kwani wagonjwa wanaweza kulazimika kununua dawa kwa kuwa hazipatikani hospitalini.Kaunti ya Kwale pia imekosolewa baada ya kubainika kuwa inadaiwa na Kemsa na wasambazaji wengine Sh351 milioni, huku deni lake la Kemsa likiwa Sh122 milioni.Hata hivyo, Gavana Fatuma Achani alisema kaunti hiyo imetenga Sh100 milioni kwa ununuzi wa dawa na inapanga kuongeza Sh100 milioni kupitia bajeti ya ziada."Tuna dawa za kutosha.
