Natembeya, Ruto wakabana koo shughuli zikikwama Kitale
MVUTANO kati ya Rais William Ruto na Gavana wa Trans Nzoia, George Natembeya kuhusu kutenga vibanda katika Soko la Masinde Muliro, Kitale, ulichacha jana huku polisi wakitumwa kulinda usalama na wafanyabiashara wakilalamikia kupoteza mapato. Maafisa wenye silaha kutoka Kikosi cha Kukabili Fujo (GSU) na Polisi wa Utawala (AP) walitumwa katikati ya mji wa Kitale, huku baadhi ya barabara zikifungwa na wafanyabiashara kufunga maduka yao kutokana na hofu ya ghasia. Hali ya wasiwasi pia ilizuka katika makao makuu ya kaunti ya Trans Nzoia baada ya polisi kuvuruga mkutano wa maombi uliokuwa ukiendelea. Gavana Natembeya amesema ataomba Seneti na mahakama kuingilia kati kutatua mzozo huo, akisisitiza kuwa suala hilo linahusu ugatuzi na mamlaka ya serikali ya kaunti. "Nataka Seneti iingilie kati na kusaidia kutatua mzozo huu. Seneti iliundwa kuwa mtetezi wa ugatuzi, na sasa ni wakati wa Bunge hilo kuingilia kati," alisema Natembeya wakati wa ibada ya kanisa Jumapili. Soko hilo lenye thamani ya zaidi ya Sh800 milioni lilijengwa na serikali ya kaunti kwa usaidizi wa Benki ya Dunia. Hata hivyo, mchakato wa kugawa vibanda umesababisha mzozo kati ya viongozi wa kitaifa na wale wa kaunti. Rais Ruto amepinga mchakato wa ugavi uliofanywa na serikali ya kaunti na kusema vibanda vilivyosalia vitagawiwa kwa njia ya bahati nasibu. Bw Natembeya, kwa upande wake, amedai kuwa wafanyabiashara kutoka Uganda walipewa vibanda vingi ingawa madai yake hayajathibitishwa. Mwenyekiti wa Chama cha Kitaifa cha Wafanyabiashara Kenya (KNCCI) katika kaunti hiyo, Titus Kilong'i, alizua maswali kuhusu mamlaka ya kamishina wa kaunti kuhusika katika ugavi wa vibanda. "Je, kamishina wa kaunti ndiye aliyejenga soko hili kiasi cha kuingilia kati na kugawa vibanda? Baada ya kuvigawa, ndiye atakayekusanya mapato? Je, sheria inamruhusu kufanya hivyo?" aliuliza. Bw Kilong'i alisema orodha za mgao ina utata, akidai kuwa jina la mtu mmoja lilionekana hadi mara nane katika orodha tofauti za masoko. "Tunatakiwa kulipa ushuru, lakini kuna mkanganyiko na tunatishwa. Tutawezaje kuendelea kuishi?" akauliza. Mkurugenzi mtendaji wa KNCCI, Antony Masika, alisema wafanyabiashara wameathirika tangu Alhamisi, huku baadhi yao wakikadiria hasara kutokana na biashara kuvurugwa. Mfanyabiashara Belinda Nakhumicha alisema kufungwa kwa maduka na hali ya wasiwasi imewaathiri wafanyabiashara wanaotegemea mapato ya kila siku. Hata hivyo, washirika wa Rais wameunga mkono miradi yake ya maendeleo katika eneo hilo. Aliyekuwa Waziri wa Afya Susan Nakhumicha alisema wakazi wanafurahia hatua za serikali ya kitaifa kuhusu miradi ya maendeleo na kuingilia kati katika kutenga vibanda sokoni humo.
