Seneti yataka mkataba wa Sh80 bilioni kati ya Ruto, Sakaja ufutwe
SENETI imependekeza kusimamishwa kwa muda kwa makubaliano ya ushirikiano yenye thamani ya Sh80 bilioni kati ya Serikali ya Kitaifa na Serikali ya Kaunti ya Nairobi, ikisema yana vipengele visivyoeleweka na vinavyoweza kukiuka Katiba. Katika ripoti iliyowasilishwa bungeni, Kamati ya Seneti kuhusu Mahusiano kati ya Serikali Kuu na Kaunti ilisema makubaliano hayo yanaonekana kuhamisha majukumu ya kaunti kwa Serikali ya Kitaifa chini ya Kifungu cha 187 cha Katiba, huku yakifichwa kama ushirikiano wa kawaida chini ya Kifungu cha 189. Makubaliano hayo yenye vifungu 17 yalitiwa saini Februari 2026 katika Ikulu na kupewa jina la Mkataba wa Ushirikiano kati ya Serikali ya Kitaifa na Serikali ya Kaunti ya Nairobi. Kamati ilipendekeza makubaliano hayo yasitishwe hadi pande zote zitatue masuala yaliyoibuliwa na kuwasilisha ripoti yake ndani ya siku 60. Maseneta hao walieleza kuwa muundo wa uongozi uliowekwa unawapa wawakilishi wa Serikali ya Kitaifa mamlaka makubwa ya kusimamia sera, huku Gavana wa Nairobi Johnson Sakaja akiongoza tu kamati ya utekelezaji. Hali hiyo, walisema, haibainishi iwapo bado ni ushirikiano au ni uhamishaji wa majukumu ya kaunti. Kamati pia ilieleza kuwa makubaliano hayo hayafafanui chanzo cha fedha za kutekeleza mradi huo. Kiasi cha Sh80 bilioni kilichotajwa hakijafafanuliwa katika mkataba wenyewe, bali kilitajwa tu na Mkuu wa Mawaziri, Musalia Mudavadi na Gavana Johnson Sakaja walipofika mbele ya kamati. Aidha, ripoti hiyo ilibaini kuwa Sh270 milioni tayari zilitengwa katika bajeti ya mwaka wa fedha 2026/2027 kwa ajili ya kuboresha barabara za Nairobi, kazi ambayo ni jukumu la kaunti, lakini fedha hizo zitatumiwa moja kwa moja na wakala wa Serikali ya Kitaifa badala ya kupelekwa kwa kaunti. Kamati pia ilisema makubaliano hayo hayabainishi wazi wajibu wa kila upande wala kiwango cha mchango wa kifedha wa Serikali ya Kitaifa na Kaunti ya Nairobi, jambo linalofanya mipaka ya majukumu yao kutofahamika. Pia ilikosoa zoezi la ushirikishaji wa umma, ikisema lilifanyika baada ya makubaliano kutiwa saini badala ya kabla, kinyume na matakwa ya Kifungu cha 118 cha Katiba. Vilevile, Seneti ilisema makubaliano hayo hayatoi nafasi ya Bunge la Kaunti ya Nairobi au Seneti kusimamia matumizi ya mabilioni ya fedha za umma yatakayotumika kutekeleza majukumu hayo. Akijitetea mbele ya kamati, Gavana Sakaja alisema Nairobi ni jiji kuu la nchi na makao ya Serikali ya Kitaifa, hivyo haiwezi kulinganishwa na kaunti nyingine kwa sababu inahudumia wakazi milioni saba. Alisema mgao wa Sh33.8 bilioni ambao kaunti hupokea kutoka Serikali ya Kitaifa pamoja na mapato yake haitoshi kuhudumia mahitaji ya jiji hilo. Alitaja mradi wa maji taka wenye urefu wa kilomita 54 kila upande wa Mto Nairobi unaogharimu Sh50 bilioni, akisema kaunti isingeweza kuutekeleza bila usaidizi wa Serikali ya Kitaifa. Kwa upande wake, Bw Mudavadi alisema Serikali ya Kitaifa haina nia ya kudhoofisha ugatuzi bali inalenga kuimarisha uwekezaji katika miundombinu ya maeneo yenye wakazi wengi kama Kibera, Kasarani na Mathare. Seneti inatarajiwa kutoa uamuzi wa mwisho kuhusu mapendekezo ya kamati hiyo wiki ijayo.

KICHINJIO cha kisasa mjini Isiolo cha thamani ya Sh1 bilioni kinatarajiwa kufunguliwa rasmi wiki ijayo, miaka 17 baada ya ujenzi wake kuanza. Kichinjio hicho kilifanyiwa majaribio ya kufanya kazi mnamo Ijumaa. Wakati wa majaribio hayo, ng'ombe, mbuzi na ngamia walichinjwa ili kupima ufaafu wa mashine na mifumo ya kisasa kabla ya uzinduzi wake unaotarajiwa kufanywa na Rais William Ruto. Mradi huo ulianza mnamo 2009, huku serikali ya Kaunti ya Isiolo ikichangia Sh538 milioni na serikali kuu ikitoa Sh451 milioni. Kichijio hicho kimejengwa kwenye ardhi ya ekari 500,000 na ina sehemu mbalimbali ambazo zitarahisisha na kuharakikisha shughuli za utayarishaji wa nyama. Afisa Mkuu wa Idara ya Mifugo katika Kaunti ya Isiolo, Godana Dida, alisema ng'ombe 300, ngamia 100 na kondoo pamoja na mbuzi 2,500 wanaweza kuchinjwa kila siku kwa muda wa saa nane. Msimamizi wa mradi huo, James Munyoki naye alisema kituo hicho kimejengwa kwa viwango vya kimataifa ili kuiwezesha Kenya kupanua mauzo ya nyama katika masoko ya nje. "Kichinjio cha Isiolo ni miongoni mwa kile cha kisasa zaidi katika Kusini mwa Afrika. Tumefuata miongozo ya Shirika la Afya Duniani (WHO) na viwango vya kimataifa vya usalama na usafi wa nyama," akasema Bw Munyoki. Mtaalamu wa usimamizi wa majitaka, Dkt Lucy Murira, alisema kichinjio hicho kitakuwa kikisafishwa na kutumia tena zaidi ya lita milioni mbili za maji taka kila siku kupitia mfumo unaoondoa harufu mbaya. Hata hivyo, Bw Dida alisema uwezo wa kuchinja mifugo 3,000 kwa siku unamaanisha kuwa Isiolo pekee haiwezi kukidhi mahitaji ya mifugo. "Tunashirikiana na kaunti jirani kubaini maeneo ya usambazaji wa mifugo. Kwa ushirikiano wa kaunti za Kaskazini na maeneo jirani, tutatosheleza mahitaji ya kichinjio hicho," akasema. Kichinjio hicho kitategemea kaunti za wafugaji ambazo zina zaidi ya ng'ombe milioni tatu, kondoo na mbuzi milioni 12.9 na ngamia zaidi ya milioni tatu. Mwenyekiti wa Chama cha Wafugaji wa Isiolo, Mohamed Wario, alisema mradi huo utawapa wafugaji soko la uhakika na kufungua nafasi za uwekezaji katika uzalishaji wa malisho na maeneo ya kunenepesha mifugo.
