IEBC inavyojiandaa kwa uchaguzi wa 2027
TUME Huru ya Uchaguzi na Mipaka (IEBC) imeingia katika awamu muhimu ya maandalizi ya uchaguzi mkuu wa 2027 huku ikiwa na chini ya mwaka mmoja kuhakikisha changamoto zilizopo zinatatuliwa. Mwenyekiti wa IEBC, Erastus Ethekon, amesema tume hiyo inaendelea na maandalizi mbalimbali, ikiwemo usajili wa wapigakura, teknolojia, ununuzi wa vifaa, elimu ya wapigakura, usafirishaji, kuajiri na kuwapa mafunzo maafisa wa uchaguzi. Bw Ethekon alisema tume hiyo tayari imeanza michakato mikuu ya ununuzi wa teknolojia, karatasi za kura na vifaa vingine vitakavyohitajika katika uchaguzi. Alisema awamu ya kwanza ya Usajili Endelevu wa Wapigakura ilisajili wapigakura wapya milioni 2.3 dhidi ya lengo la milioni 2.5. Kufikia Agosti 17, 2026, jumla ya wapigakura wapya 2,920,600 walikuwa wamesajiliwa, huku IEBC ikilenga kuwa na orodha ya wapigakura takriban milioni 28.5 mwaka 2027. Hata hivyo, tume hiyo inakabiliwa na changamoto kadhaa, zikiwemo ukosefu wa fedha, ucheleweshaji wa sheria muhimu na wasiwasi kuhusu vurugu za kisiasa. Katika mahojiano na Taifa Jumapili, Bw Ethekon alisema tume hiyo inahitaji hadi Sh35 bilioni kukamilisha maandalizi yake. Kuhusu madai ya upendeleo katika zabuni ya teknolojia, mwenyekiti huyo alisema hakuna kampuni ambayo imeshinda zabuni hiyo. Alisema mchakato wa ununuzi unaendelea kwa kuzingatia Katiba na sheria za ununuzi wa umma. "Kufikia sasa, hakuna zabuni iliyotolewa kwa kampuni yoyote," alisema. Alisema maamuzi ya mwisho yatafanywa baada ya mchakato wa wazi na wa uwazi kukamilika. Kuhusu madai ya upinzani kwamba IEBC inaegemea upande wa serikali, Bw Ethekon alisema tume hiyo haiwezi kuendeshwa kwa matakwa ya wanasiasa. "Wajibu wetu si kufurahisha serikali, upinzani, vyama vya kisiasa au mtu yeyote. Wajibu wetu ni kwa Katiba na watu wa Kenya," alisema. Kuhusu gharama ya uchaguzi, Bw Ethekon alisema Kenya ina mfumo wa kipekee kwa sababu chaguzi sita hufanyika siku moja; wa Rais, Bunge la Kitaifa, Seneti, ugavana, Mwakilishi wa Wadi na mwakilishi wa wanawake. Alisema gharama hizo pia zinahusisha usafirishaji, teknolojia, karatasi za kura, maafisa wa uchaguzi, elimu ya wapigakura, usalama na vifaa. "Tunaomba rasilimali zinazohitajika kuendesha uchaguzi unaotakiwa na Katiba," alisema. Kuhusu kuchelewa kwa maandalizi, mwenyekiti huyo alisema IEBC haijafikia hatua ya hofu, lakini muda sasa unapaswa kuchukuliwa kama rasilimali muhimu ya kitaifa. "Je, tuna wasiwasi? Tuko macho. Je, tunaingiwa na hofu? Hapana," alisema. Alisema kuchelewesha maamuzi muhimu kunaweza kuathiri majaribio ya teknolojia, usambazaji wa vifaa, mafunzo na maandalizi ya dharura. Bw Ethekon pia alikiri kuwa vijana wamepoteza imani kwa taasisi za uchaguzi, akisema IEBC lazima itumie njia mpya kuwafikia. Alisema vijana wanahitaji taarifa za wazi na fursa za kuwasiliana na tume hiyo mara kwa mara, si wakati wa uchaguzi pekee. "Imani hujengwa kupitia matendo," alisema

Ruto abadili msimamo kuhusu kampuni ya Tata Chemicals
RAIS William Ruto amesema kandarasi ya uchimbaji wa madini katika eneo la Magadi itatangazwa upya kupitia zabuni yenye ushindani, hatua inayofungua fursa kwa kampuni nyingi kushiriki katika shughuli hiyo na kukomesha udhibiti wa muda mrefu wa kampuni ya Tata Chemicals ya India. Akizungumza Jumamosi katika Kaunti ya Kajiado wakati wa kuzindua mradi wa kuweka lami barabara ya Ngong-Kibiko-Kangeria, Rais Ruto alionekana kubadili msimamo wake wa awali aliotoa Loitokitok kwamba tayari kampuni mpya ilikuwa imepatikana kuchukua nafasi ya Tata Chemicals. Wizara ya Madini ilisimamisha leseni ya kampuni hiyo mwezi Julai kutokana na madai ya kutofuata masharti ya kisheria na kiutendaji. Rais Ruto alisema kandarasi ya sasa ya Tata Chemicals haiwezi kuendelea, akisisitiza kuwa rasilimali za Magadi zinafaa kushughulikiwa na kampuni kadhaa kwa wakati mmoja. "Tutatangaza zabuni upya ili kampuni nyingine, si kampuni moja pekee, bali kampuni tatu, nne, tano, sita au hata kumi ziweze kuomba. Rasilimali tuliyo nayo Magadi ni kubwa kutosha kuhudumia zaidi ya kampuni moja," alisema. Aliongeza kuwa serikali itahakikisha kuwa shughuli za uongezaji thamani madini hayo zinafanyika nchini Kenya badala ya nje ya nchi. "Safari hii tutahakikisha uongezaji thamani wa rasilimali za Magadi unafanyika hapa Kenya," alisema. Haikufahamika mara moja iwapo Tata Chemicals itaruhusiwa kushiriki katika zabuni hiyo mpya. Rais pia alitangaza kuwa serikali inapanga kuanzisha kiwanda cha kutengeneza vioo na kemikali ili kuongeza ajira kwa Wakenya. Aidha, alisema asilimia 70 ya ekari 24,000 ambazo Tata Chemicals imekuwa ikitumia chini ya makubaliano ya ardhi zitarejeshwa kwa jamii ya Kaunti ya Kajiado. "Hakuna kampuni itakayomiliki ekari 24,000 za ardhi ya Kajiado. Huenda wakatumia asilimia 20 au kiwango cha juu cha asilimia 30 pekee. Angalau asilimia 70 ya ardhi hiyo itarejeshwa kwa wananchi," alisema. Rais alikosoa viongozi wa upinzani waliompinga kuhusu hatua dhidi ya Tata Chemicals, akisema wanatetea maslahi ya wafadhili wao badala ya maslahi ya wananchi. Kauli hiyo ilijiri siku moja baada ya viongozi wa upinzani akiwemo Kalonzo Musyoka na Seneta Edwin Sifuna kumshutumu Rais kwa madai ya kuwatisha wawekezaji kwa maslahi binafsi. Ruto alisema hatatishwa katika juhudi za kuhakikisha biashara kati ya Kenya na mataifa mengine inakuwa ya usawa.
