Bw Allaso alitoa agizo hilo wakati wa sherehe za Mashujaa Day katika Shule ya Msingi ya Naminit, wadi ya Chepchoina, eneo bunge la Endebes, akisema maafisa hao hawapaswi kumheshimu gavana ambaye, kwa madai yake, hamheshimu Rais. "Kuanzia leo, hakuna anayeruhusiwa kumsalimu gavana kwa sababu ya kumkosea heshima Rais. Sisi pia tutamkosea heshima," alisema Bw Allaso alipokuwa akiwahutubia machifu. Alisisitiza kuwa maafisa wa serikali ya kitaifa wataendelea kutekeleza majukumu yao bila kutishwa na viongozi wowote. Alisema uzoefu wake wa miaka 30 katika utawala wa mikoa unampa uwezo wa kutekeleza majukumu yake bila kuingiliwa. Agizo hilo limechochea mjadala kuhusu iwapo maafisa wa umma wanapaswa kuonyesha uaminifu kwa Rais binafsi au kuhudumia wananchi kwa kufuata Katiba. Natembeya alijibu vikali, akimtaja Allaso kuwa mtu anayejipendekeza kisiasa na kukosa kuelewa misingi ya utawala wa kikatiba. Gavana huyo alitoa kauli hiyo akiwa nyumbani kwa aliyekuwa Naibu Rais Rigathi Gachagua, Wamunyoro, Kaunti ya Nyeri, alipokuwa ameandamana na viongozi wa upinzani. "Uliajiriwa kuhudumu kwa kuzingatia Katiba, si Rais," alisema Natembeya, akimshutumu kamishna kwa kutenda kana kwamba ni mlinzi binafsi wa Rais. Alionya kuwa maafisa wa umma wanapaswa kupanda vyeo kwa kuonyesha weledi na utendaji bora badala ya kujipendekeza kwa viongozi wa kisiasa. Akirejelea Ibara ya 232 ya Katiba, Natembeya alisema watumishi wa umma wanapaswa kuzingatia maadili ya kazi, uwajibikaji, uwazi na kutopendelea upande wowote wa kisiasa. Mzozo huo umeibuka baada ya ziara ya maendeleo ya Rais Ruto Trans Nzoia, ambako alizindua mradi wa soko la Masinde Muliro. Naibu Gavana Philomena Kapkory aliunga mkono wito wa kuheshimiwa kwa Rais, akisema Trans Nzoia ni kaunti iliyo na jamii mbalimbali ambazo hazipaswi kugawanywa kwa misingi ya siasa. Alisema viongozi wanapaswa kuvumiliana na kudumisha amani kuelekea uchaguzi mkuu wa 2027. Natembeya alikosa sherehe hizo na badala yake akaandamana na viongozi wa Linda Mwananchi Movement kukutana na Gachagua kujadili uwezekano wa upinzani kuafikiana kuhusu mgombea mmoja wa urais mwaka 2027.
